The Ohio Department of Transportation (ODOT) has historically focused its efforts and resources on construction of capital improvement projects. This project was initiated to help ODOT re-prioritize its practices through the development of a Transportation Systems Management and Operations (TSMO) Plan. The goal was to evaluate, strategize, and implement the integration of systems management and operations across ODOT in order to use traffic operations to more effectively meet future system needs. The TSMO Plan will serve as the basis for these statewide policy and process changes.
