What is a “Safety Action Plan”?
A comprehensive safety action plan (SAP), often referred to as an “Action Plan,” is a planning document that is designed to prevent roadway fatalities and serious injuries in a town, city, village, region, or Tribal area. Action Plans identify system failures, vulnerabilities, and successes to determine safety recommendations for the future transportation network. Action Plans are the foundation of the Safe Streets and Roads for All (SS4A) Grant Program.
This plan, called the KYOVA Safety Action Plan, will assess the transportation system for Cabell and Wayne Counties in West Virginia, Boyd and Greenup counties in Kentucky, and the urban area in Lawrence County, Ohio.

What is the SS4A program?
The SS4A Grant Program was established through the Infrastructure Investment and Jobs Act (IIJA), which included an endowment of $5 billion in appropriated funds over 5 years (2022-2026). The SS4A program funds local, regional, and Tribal initiatives through grants to prevent roadway fatalities and serious injuries.
There are two main types of grants available through the SS4a Program: Planning and Demonstration Grants and Implementation Grants. Your regional Metropolitan Planning Organization (MPO), KYOVA Interstate Planning Commission, is currently working with local and regional partners to develop the Safety Action Plan under an awarded Planning and Demonstration Grant.

What is the KYOVA Interstate Planning Commission?
The KYOVA Interstate Planning Commission is the MPO for the Tri-State area of West Virginia, Kentucky, and Ohio. Specifically, Boyd and Greenup Counties in Kentucky, Lawrence County in Ohio, and Cabell and Wayne Counties in West Virginia.
As the MPO, KYOVA serves as a transportation planning agency and forum for regional transportation decisions. Its mission is to plan for an orderly, cost-effective, multi-modal transportation system for all citizens of the service area. With the support of local officials, the Commission plans for sound transportation improvements, which facilitate the movement of goods and people in a safe and efficient manner. The Commission’s goal is to promote cooperation among members to reach consensus on matters affecting all modes of transportation.

- Burgess and Niple is leading the effort for the KYOVA SAP. Burgess and Niple is a nationally recognized engineering and architecture firm that specializes in improving communities with practical infrastructure solutions. Burgess and Niple will assist with project management, data collection, existing conditions analysis, equity analysis, the development of safety solutions, and draft the implementation plan. B&N will work with Carpenter Marty and BPS to develop the final SAP.

- Carpenter Marty is providing support for the KYOVA SAP. Carpenter Marty is a transportation engineering firm founded with the mission to elevate infrastructure design standards. The team, made of planners, engineers, surveyors, right-of-way engineers, and construction inspectors, provides over 60 services to clients. Carpenter Marty will assist with the assessment of current activities, public engagement, regional crash analysis, the development of safety solutions, and the implementation plan. Carpenter Marty will work with B&N and BPS to develop the final SAP.

- Burton Planning Services (BPS) is providing support for the KYOVA SAP. BPS is a planning and engineering firm dedicated to providing sustainable planning and environmental solutions. The multi-disciplinary firm specializes in community planning and development, multi-modal transportation planning, environmental and resiliency planning, as well as education and public engagement. BPS will lead public engagement efforts, including the facilitation of stakeholder meetings, public surveys, and other public outreach. BPS will also assist with the development of the vision/goals and will work with B&N and Carpenter Marty to develop the final SAP.
