“BPS conducted an Ecological Survey for a proposed culvert replacement project located in Richland Township, Belmont County, Ohio. The project consisted of improving 40 ft. of State Route (SR) 149 by replacing the existing culvert with minimal roadway work and embankment reconstruction.”
