Our Approach

Federal and state-funded projects must meet certain environmental requirements, and each agency has its own unique approach to applying NEPA. BPS staff have a long history of NEPA experience with transportation, community development and housing, natural resources, and economic development projects. BPS approaches its environmental projects efficiently and comprehensively to ensure that project budgets and schedules are met; red flags are identified early; environmental studies thoroughly address all resources and impacts; and potential costly environmental impacts are identified early so that plans can be adapted or resources can be mitigated.

In addition, developing resiliency is crucial for the preparation for, and recovery after, a disaster and impacts from climate change. BPS has emerged as a leader in hazard mitigation planning and related climate change, emergency management, and disaster planning activities. We have prepared numerous county and regional hazard mitigation plans for natural and human-made hazards. BPS approaches these plans to maximize stakeholder and jurisdiction participation; accurately model potential impacts to people, property, and critical facilities; comprehensively assess risk and vulnerability; and develop mitigation actions that are implementable and customized for each jurisdiction. BPS also considers the impacts of climate change on the built environment.

Our Expertise

With our environmental and resiliency expertise, we can focus on planning for urban, suburban, and rural areas at all levels, from states to municipalities. For environmental planning, we can assist our clients with NEPA program management in addition to completing all levels of environmental documents and clearances. BPS staff also have over 40 years of experience in performing Noise Analyses and Barrier Design and Air Quality Analyses for roadway and development projects. In addition, we can complete other focused environment studies, including Demographics and Environmental Justice Analyses, Disproportionate Effects and Equity Evaluations, Hazardous Material Screenings (RMR), Cultural Resources Literature Searches (Section 106), Section 4(f) Documentation.

For resiliency planning, BPS offer a variety of assistance to our clients. We specialize in Hazard Mitigation Plans and Hazus Modeling. In addition, we can prepare Commodity Flow Studies, develop Greenhouse Gas Emissions Studies, prepare Energy Plans and Strategies to address climate change and integrate renewable energy into communities. We can also assist with Water Resources Planning to accommodate sustainable stormwater solutions; Brownfield Planning to rehabilitate underutilized properties back into functional use; Parks, Recreation, and Greenway Planning to identify and plan for the locations and types of open space needed for people and wildlife; and LEED Program Management to assist with the development of LEED certified projects.
