Key Staff
Since its formation in 2008 by Kimberly Burton, BPS has grown into a firm of over 15 professionals. The key staff are highlighted below.
Ms. Burton has over 20 years of experience working in the public and private sectors, focusing on community & transportation planning, hazard mitigation, environmental studies, and noise and air quality analyses. Ms. Burton also teaches planning courses at the Ohio State University.
Ms. Mansfield is an AICP certified planner with over 12 years of experience in multi-modal transportation, land use, community, sustainability, and environmental planning. She is a skilled project manager, as well as an expert in creating and managing active transportation and sustainability projects.
Mr. Lenner has over 15 years of experience working with local governments. His skillsets include community & land use planning, downtown revitalization, economic development strategies, zoning & development regulations, park & recreation planning, and public finance & capital improvements.
Mr. Pinckney has over 40 years of experience as a nationally-recognized noise and air quality expert. Prior to joining BPS, he served as the Ohio DOT’s Noise and Air Quality Program Manager. Mr. Pinckney is also a licensed Lead Risk Assessor experienced with housing rehabilitation projects.
Dr. Leonard is a Senior Planner in Economic Development & Global Strategies. His research focuses on the politics of inequality and its consequences for economic development. Dr. Leonard has also worked with over a dozen research centers and policy think tanks across Africa and Latin America.
Mr. Roths has over 40 years of experience in hazard mitigation planning, disaster recovery, and emergency management. He is a certified planner and has received Outstanding Service Awards from the Association of State Floodplain Managers and Ohio Floodplain Management Association.
Ms. van der Zwaag is a skilled project manager with over 3 years of experience. She has skillsets in hazard mitigation planning, active transportation planning, and public health. Ms. van der Zwaag is also experienced in public involvement, social media, website development, and in-person and online training.
Dr. Batu is an engineer with over 40 years of experience in civil and environmental engineering. He is an expert in superfund projects, environmental site assessments, hydrogeologic assessments, and landfill permitting. Dr. Batu has also authored numerous research papers and two books.
Mr. Morris is a planner with 4 years of experience. He specializes in hazard mitigation planning, international development, active transportation planning, and Geographic Information Systems. He also has experience with noise analyses, demographics studies, and hazardous materials screenings.
Ms. Agarwal is an Associate Planner with 4 years of experience. She specializes in community planning and engagement. Ms. Agarwal also has experience managing projects, performing data analysis and mapping, and conducting sustainability, transportation, and land use planning.
Mr. Carr is a skilled Field Technician with over 20 years of experience. He has extensive experience performing traffic noise monitoring, traffic counts, and gathering existing conditions data in the field. He is also U.S. EPA-trained in Renovation, Repair, and Painting and can assist with housing rehabilitation inspections.
